1. Well, most rental places I have come across require you to be 25 or something stupid to rent a car. Enterprise however will let you rent a car if you are under 25, but they will slap you with a 100 dollar adjustment to your bill. The other issue is it is extremely hard to find an enterprise place that will let you do this, but according to their website it exists.
2. You will need several tools for this, a brick, a knowledge of hot wiring cars, and a police scanner. Throw the brick through the window of any parked car, let yourself in, get that thing started with your hotwiring expertise, and then get the hell out of there. Use the police scanner to listen if they are onto you, if you suspect they are onto you, ditch the car somewhere, find another parked car and repeat this process. Guaranteed to work.
~~ Budget at LAX:
In most U.S. states, rather than requiring customers to be 25 to rent, Budget corporate-owned locations rent to customers between the ages of 21-24 with the following provisions:
Renters 21-24 must present a valid, acceptable credit card and a valid driver’s license (subject to screening of your driving record).
At time of rental, an additional $25-per-day underage surcharge for these drivers will be applied.
Drivers between the ages of 21-24 will not be permitted to rent luxury cars, mini vans, 12-passenger vans, specialty vehicles, full-size SUVs or premium SUVs.
If a renter wishes to add an additional driver to the rental policy, the second driver must be 25 or older, and present a credit or debit card. https://www.budget.com/budgetWeb/html/en/customer/commonquestions/index.html#What%20are%20the%20age%20requirements%20for%20renting?
~~ You will find this is the case with most of the car rental gencies.
I thought everywhere in the US you could rent cars at 21. Actually I am pretty sure anywhere in the US you can rent a car at 21. I live on the east coast so I am not sure about how it is in LA. Why wouldn’t you just take a plane to Vegas? Anway sorry I cant help you, Good luck though.
You are better off flying and then renting a car in Vegas. If your under 25 you can still rent a car but it is around 100.00 a day extra. Also, rental cars in vegas are dirt cheap and you wont need them as many days as you would if you were too drive from LA.
I believe Enterprise let driver under 25 to rent cars, but not sure if it has changed. I know you can rent from any rental car company, but you just have to pay an extra charge for being under 25.

~~ If your 21 any of the rental agencies will supply you with one.
Have photo ID and you should have no trouble, it will just cost a little more.
~~ Hertz, at Los Angeles International Airport:
On most rentals the minimum age is 25 without an additional Age Differential Charge, and 21 with an additional Age Differential Charge.
